Issue with Effect Dependencies Being Cast to `any`

I am having an issue with an effect having it's dependencies turned into

any

any

. However the effect that is causing it doesn't have any as part of it's dependencies. If I comment the part of the screenshot that is flagged as root cause then the ANY goes away and I get the right dependencies. The signature of that method is in the second screenshot, so you can see it doesn't contain any
