Ran - "ALTER DATABASE postgres SET default_transaction_read_only = on;"

Ran - "ALTER DATABASE postgres SET default_transaction_read_only = on;". Now cant change password to database. Tried Disable read-only mode, but nothing happens. Also, i have plenty of resources available, so not memory issue.
