Colonist Complex UI shows no needs and the building doesn't function at all, and it's currently impossible to recruit engineers as Parks is listed as a requirement but woon't unlock.
Tested with no other mods installed in case something else was interferring with it, but same result
Solution
The Parks requirements will work when you unlock Park. So until you unlock parks, the houses will not be full, but will work with some of the residents.
