Various build errors related to projects not agreeing on the correct target framework

Please check out Won't-start-WillPittenger-Goodies-PowerShell-Data. I'm chasing a few issues as related below that have me puzzled.
1. Line 85 in PowerShell\WillPittenger.Goodies.PowerShell.JSON\ConvertFromJSON.cs — Even with a reference to WillPittenger.Goodies.JSON, it doesn't see the namespace
2. Line 28 in WillPittenger.Goodies.PowerShell.Sounds\GetSound.cs — Same as above, but with the details changed.
I'm seeing several more errors, but since you can't do yt-dlp, I'll figure those out myself.
