Jobs are not auto running

Namely the thumbnail generation Job which is causing me some issues as the images show up with the broken link icon.
Sometimes if I reboot the server it will kick off some if not all the jobs that were waiting but this isnt always true.
I thought maybe corrupt files but these are the same files I used pre stable.
This issue did seem to crop up some time after going to stable.
I did do a complete fresh deployment of immich for this issue including the DB (I started totally from scratch)
I just recently updated my system to see if that may have some affect on immich but it did not.
To clarify this issue affects all jobs.
I found little in the logs that would suggest why this issue is happening.
