How to use atomic changes in create action

I want to use this atomic change in a create action, but this does not work, because it says that the create action cannot run atomics, only update.

What is the proper way to still use it.
I currently run the

update

update

action with no inputs in

after_action

after_action

.
It works, but is this intended?
