Platform Expansion Program oil nodes

Some friends and I started playing Platform Expansion Program mod and we just unlocked the extractor for oil and stuff, but I never received fragments or anything for oil nodes. Am I missing them somewhere that I need to research them?
Solution
I think the intention is to pull coal into the refinery and convert that to oil to be used
