Password changed email not sent during password reset flow?

Using supabase with nextjs 16. I have the password reset pkce flow implemented and it works fine. The password reset email arrives in Mailpit without issue and I can use the link to then update the user's password. However, the password changed email does not get sent.

I have it configured in the config.toml:

file, I've stopped and restarted subabase twice, and while the password update works fine, the email never arrives
