cloud icon mismatch?

hi, my moms full iphone photos library seems to be entirely backed up to her immich app (5037 media in apple photos, 5037 total/backup assets count in immich). however, going through the photos tab in her immich app, many photos have cloud icons that are blank or slashed versus the ones with checkmarks. is it still safe to delete everything saved locally on her iphone (and do i have to do it manually)?
