CACHE_EXPIRATION in OpenResty Bouncer

Does someone know why the default CACHE_EXPIRATION from the Openresty Bouncer is only 1 ?
I am having a lot of performance issues and am trying to investigate.
Also, how do I prevent the bouncer from sending request from certain locations ? I know about EXCLUDE_LOCATION but even after trying it with "/" (I know the doc doesn't recommend doing it), I still get as much CPU, RAM usage and even alerts
