Hitting rate limits but fallback is not engaging
I am trying to run OC on Anthropic, but I did add my OpenAI and Gemini keys, too. I am hitting rate limit errors, but it is not falling back to either openai or google.

I try to switch /model in the session but it doesnt seem to switch and I continue to get this rate limit. Short of upgrading to Claude Max, what am I missing here to keep things rolling when I hit limits? I had believed I set it up to fallback, but I'm lost. I'm on a VPS with hostinger.
