Bug Report: OpenClaw Not Making API Calls - TUI and Web UI Show No Output

Environment:

macOS (Mac mini, Apple Silicon)
OpenClaw version: 2026.2.2-3
Node.js version: 25.5.0
Installation method: npm global install

Issue:
After fresh installation, OpenClaw TUI and Web UI accept messages but show "(no output)" / empty Assistant responses. No API calls are being made to Anthropic.
What Works:

API key is valid (tested with curl - Claude responds correctly)

Gateway running on port 18789

API key configured in ~/.openclaw/openclaw.json under env.ANTHROPIC_API_KEY

Model set to anthropic/claude-opus-4-5
What Doesn't Work:

openclaw tui - messages sent, no responses, shows "(no output)"

Web UI chat - same issue, empty Assistant bubbles

Logs show no API requests to Anthropic (no 401 errors, no API calls at all)
Steps Taken:

Ran openclaw onboard with Anthropic API key
Confirmed key works with direct curl test to Anthropic API
Tried TUI - no response
Tried Web UI - no response
Checked logs - no API calls being made
Completely uninstalled and reinstalled - same issue
Manually added API key to config env section - same issue

Expected Behavior:
Claude should respond to messages in both TUI and Web UI.
Actual Behavior:
Messages are accepted but no API calls are made. Gateway logs show session processing but no Anthropic API requests.
Logs:
Gateway starts successfully, shows "agent model: anthropic/claude-opus-4-5", accepts websocket connections, processes messages (lane enqueue/dequeue), but never makes API
