Issue: browser tool fails on act (timeout)
Title: browser tool persistently times out on act calls (profile="openclaw") despite gateway restarts
Description:
The browser tool is consistently failing with a timeout error when attempting to perform act operations (e.g., click) on the managed browser (profile="openclaw"). While open and snapshot succeed in retrieving the page state (DOM tree), subsequent interaction attempts fail reliably with a 20s timeout.
Restarting the gateway (openclaw gateway restart) does not resolve the issue.
Steps to Reproduce:
1. Start OpenClaw Agent.
2. Call browser tool with action: "open" and profile: "openclaw" (tested on both creator.xiaohongshu.com and github.com/login).
3. Call browser tool with action: "snapshot" (successful; elements are returned).
4. Call browser tool with action: "act", kind: "click", and a valid ref from the snapshot (e.g., clicking "Continue with Google").
Expected Behavior:
The browser should perform the click action and return the new state or confirmation.
Actual Behavior:
The tool call hangs for 20 seconds and returns:

Possible Cause:
The WebSocket connection for the browser control service might be failing to process act commands specifically, or the command queue is stalling, causing the agent to time out waiting for a response. Since snapshot works, the read channel seems fine, but the write/action channel is blocked.
