Web Dashboard "Pairing Required" Error - Docker Deployment

I'm running OpenClaw via Docker and trying to access the web dashboard to set up integrations. The dashboard loads successfully over HTTPS (via Tailscale), but I'm stuck on a "pairing required" error.
My Setup:
1. OpenClaw running via Docker on Ubuntu 24
2. Accessing dashboard via Tailscale HTTPS
3. bot working fine on Telegram
4. Gateway token configured correctly in ~/.openclaw/openclaw.json
The Problem:
The dashboard shows: disconnected (1008): pairing required
According to the docs, I should approve the device using:
But when I run these commands in the container:
I've verified both gateway.auth.token and gateway.remote.token are set to the same value in my config.
Questions:
1. How do I get my web dashboard to work and approve device pairing for the web dashboard in a Docker deployment?
2. Is there a config setting to disable pairing for trusted networks (Tailscale)?
3. Am I using the correct method to run CLI commands in the Docker container?

docker exec openclaw-openclaw-gateway-1 node /app/openclaw.mjs devices listI get: gateway connect failed: Error: unauthorized: gateway token mismatch (set gateway.remote.token to match gateway.auth.token)
I've verified both gateway.auth.token and gateway.remote.token are set to the same value in my config.
