What's `Filament\QueryBuilder\Forms\Components\RuleBuilder`?

The documentation page https://filamentphp.com/docs/5.x/forms/builder does not contain any information for it, but found it in the source code as I was looking for a solution to have the end user construct a query for newsletter recipients selection from a relationship.

Looking to make sure that the usage of RuleBuilder is supported
