Solution
You don’t need to “tell it to read BOOTSTRAP.md” as a special step.
That “How do you want to hatch your bot?” prompt at the end of onboarding is basically just a convenience UI to launch either the TUI or the Web UI. If you picked Later / Skip, you can hatch any time by just opening one of those yourself.
Then send a first message (the wizard uses “Wake up, my friend!”, but anything works).
Open a chat in the Control UI and send a message.
