First time C#, No clue what I'm doing, here to ask about feasability of a project

Hey so I wanted to pitch an idea and see if I could get any guidance on it. Just to start out, I got no idea what the hell I'm doing when it comes to C#, I have never used it before, and my programming experience is strictly limited to HTML and XML mods. To make a long story short, I want to make a simple program that takes your system's audio, and plays it over your microphone.
The reason I'm doing this is I want to make a small improvement to some of the radio mods for arma 3. Essentially, by having your system audio play over your microphone, I can have game noises such as gunshots and explosions come through over the radio.

I have seen this done before with voicemeeter, but frankly, voicemeeter is exceptionally overkill for how simple this process is.
So, what I've come here to ask is, how complicated would something like this be to set up? What concerns should I keep in mind? and is there anything I haven't accounted for
