Unable to set second State of Toggle Action Icon

I am on windows using a M18 and an N3 panels attempting to set a toggle action with a icon for the second state. The app freezes once I go to set the picture but keeps it as the first state's photo and the device does not show either picture. When I click the X to close the icon window the logs generated this.
