Webchat tool authentication broken after 2026.2.14 → 2026.2.15

Timeline:
Feb 15: Updated to 2026.2.14 → Safari webchat had device token mismatch (required macOS logout/login to fix)
Feb 16: Updated to 2026.2.15 → Webchat tool calls now fail with device token mismatch
Current symptoms:
CLI commands work (openclaw status, openclaw logs succeed)
TUI commands work (/status succeeds)
Webchat chat works (can send messages, receive replies)
Tool calls from webchat sessions fail (sessions_list, exec, etc. all return "gateway closed (1008): unauthorized: device token mismatch")
Environment:
macOS 15.7.3, OpenClaw 2026.2.15
LaunchAgent setup (.nop with 1Password op run)
No OPENCLAW_GATEWAY_TOKEN env var conflicts (checked)
Auth mode: token, properly configured
All devices properly paired (CLI, TUI, webchat all show in paired.json with valid tokens)
What I've tried:
Cleared paired.json, re-paired all devices
Rotated CLI device token
Verified no env var overrides
Gateway is running and reachable (probe succeeds from CLI/TUI)
Observation: Direct commands from CLI/TUI authenticate fine. Webchat chat authentication works. But when the assistant tries to call tools (exec, sessions_list, etc.) from within a webchat session, those tool calls can't authenticate to the gateway.
This seems like a webchat-specific tool authentication regression introduced in 2026.2.14 and persisting in 2026.2.15.
