tools.allow does not work when setting profile to 'minimal'

Attempting to create multiple agents, and restricting their access to tools. When using the profile 'minimal' and attempting to add tools via 'allow' the agent cannot use the tools. If you use the profile 'full' and restrict access to tools with 'deny', they are restricted.

Failed example:

        "tools": {
          "profile": "minimal",
          "allow": [ "group:sessions", "group:memory", "read", "cron" ],
        }

        "tools": {
          "profile": "minimal",
          "allow": [ "group:sessions", "group:memory", "read", "cron" ],
        }

Agent reports:
