Sandbox browser not working — "Sandbox browser is unavailable"

Hey everyone, hoping someone can help. I'm trying to get the sandbox browser working so my agent can log into web apps (specifically Brandwise.ai for comment moderation).

Setup:

• OpenClaw v2026.2.15
• Running on Ubuntu VPS (Linux 6.8.0-100-generic, x64)
• Claude Max subscription (Opus 4.6)
• Telegram channel

What I've done:

1. Set agents.defaults.sandbox.browser.enabled: true in config

2. Also set top-level browser.enabled: true

3. Installed Chromium via apt

4. Installed Playwright chromium binaries (npx playwright install chromium)

5. Ran npx playwright install-deps for system libraries

6. Restarted gateway multiple times

Error: Every call to browser(action=open, target=sandbox) returns:
"Sandbox browser is unavailable. Enable agents.defaults.sandbox.browser.enabled or use target="host" if allowed."

The config is definitely set correctly — verified via config.get and reading the JSON directly. Playwright binaries are at /root/.cache/ms-playwright/chromium-1208/.

Am I missing something? Is there an additional step to get sandbox browser working? Running as root on a headless VPS if that matters.
