Matrix channel emoji reactions

My OpenClaw chats with me via Matrix. I've updated my AGENTS.md to explain that, if it uses an emoji reaction, it shouldn't clutter up the chat my emoji reacting, AND sending a message. However, it constantly does both. It's able to do an emoji reaction, I just don't understand how to prevent it from emoji reacting to my message, and then also sending a separate message with the same emoji.

- If you use an emoji reaction, do it via the messaging tool reaction.
- After reacting, the assistant MUST reply with exactly: NO_REPLY
- Do not send a follow-up message that is only the same emoji.
- Only send a message if you have actual text content beyond the reaction.

1) What version are you on? (

openclaw --version

)
2) Paste a tiny transcript snippet of one case (just the tool call + the assistant’s final text). If the model is outputting something like

NO_REPLY 👍

NO_REPLY 👍

"NO_REPLY"

"NO_REPLY"

in quotes, OpenClaw will treat that as a real message, not silence.
