I want my bots to see each other in the same discord channel, but I do not want them to reply each other.
e.g. they only reply to me, but they can comment on other bots' message when they are replying to me.

Yep — what you’re seeing is expected.
Why
In OpenClaw,
It controls the pending-only history wrapper (“messages since your last reply”) that OpenClaw can inject when messages did not trigger a run (e.g. mention-gated). From the docs: pending-only history includes messages that did not trigger a run and excludes ones already in the session transcript.
