Telegram channel config schema unavailable on Windows 10

- OS: Windows 10 + WSL2 Ubuntu
- Node: 22.22.0 (nvm)
- OpenClaw: 2026.2.23 (npm global)
- gateway.mode=local, gateway.auth.mode=token 설정 완료, gateway는 systemd user 서비스로 정상 running 상태입니다.
- 문제: Dashboard에서 Telegram 채널이 항상
- Configured: No, Running: No
- 아래에
- 토큰/dmPolicy 같은 설정 폼이 전혀 뜨지 않습니다.
- Windows 네이티브 설치에서도 같은 현상이었고,
WSL2 + 새 설치 + Node 22로 옮긴 뒤에도 동일하게 재현됩니다.

- I previously saw the same behavior on native Windows; after moving to WSL2 + fresh install + Node 22, the issue still reproduces.
