Heartbeat skipped due to empty heartbeat file but heartbeat file exists on some agents

Hi! I am running a multi-agent setup. Some are worker agents which doesn't have heartbeat files, but the ones that needed to do heartbeat has the heartbeat file.
I enabled heartbeat on default because defaults supposed to be universal, right?
Ideal situation:
- All agents received heartbeat requests
- Some agents failed due to no heartbeat file, which is fine
- The ones who has heartbeat file continued as normal
Observed:
- Nothing happens

Solution
- You have Agent A with
- You have Agent B with a nice
- Keep
- Add an empty heartbeat block to each agent that should run, e.g.:

Option 2: make it truly universal
- Remove all per-agent
