Custom permissions are not applied in filament shield

I created some custom permissions for FIlament Backup here. I apply the permissions to my user, but then at the backup page, I dont see the create action.
Is this becasue the format was set to pascal? I can set it to CreateDownload, but then still it doesnt show up. Is there fix for this other than creating a Seeder?
