is there changes in the way publishing works for self contained apps? without setting
to repro:
1. create a new winui blank app packaged with windows app packaging project (net 10)
2. create a new class library project (net 10)
3. reference that class library project into the new winui app
4. try to publish
<RuntimeIdentifiers>win-x64;win-x86;win-arm64</RuntimeIdentifiers>Assets file 'Y:\x\obj\project.assets.json' doesn't have a target for 'net10.0/win-x64'. Ensure that restore has run and that you have included 'net10.0' in the TargetFrameworks for your project. You may also need to include 'win-x64' in your project's RuntimeIdentifiers.to repro:
1. create a new winui blank app packaged with windows app packaging project (net 10)
2. create a new class library project (net 10)
3. reference that class library project into the new winui app
4. try to publish
