/context list output is the giveaway: you’re getting basically all normal tools, but you’re missing exactly cron (and also gateway). Those two are treated as owner-only tools, and OpenClaw will silently strip them when the sender isn’t considered “owner”.allowFrom (not from the guild users allowlist).
