Subject: tools.exec config (host/security/ask) not being picked up by running gateway — Discord alwa
Setup: OpenClaw 2026.3.2 on Contabo VPS (Linux), gateway running as background process.
Problem: Despite setting the following in openclaw.json via openclaw config set:

...Discord channel always shows Security: allowlist, Ask: on-miss and requires exec approval. Telegram works fine without approvals.
What we've tried:
Removed discord and telegram from tools.sandbox.tools.deny
Set ask: off and security: none in exec-approvals.json for both defaults and agents.main
Set tools.exec.host=gateway, tools.exec.security=full, tools.exec.ask=off in openclaw.json
Python3 parse of openclaw.json confirms the values are correctly written
Gateway restart via pkill failed silently — old process (pid 42123) kept running
openclaw gateway stop attempted but gateway may be supervised by systemd
Suspected issue: Gateway is not picking up tools.exec config changes for Discord sessions specifically, or systemd supervision is restarting an old gateway instance that ignores the updated config.
Question: Why does Discord session always fall back to Security: allowlist, Ask: on-miss even when tools.exec.ask=off and tools.exec.security=full are explicitly set in config?
