Can’t EXEC

Everything was working fine until a recent update (I’m on 2026.3.2)… now openclaw complains that it doesn’t have access to the EXEC tool (it did before). This is the same across BlueBubbles, the TUI, or the webchat. I asked it to explain the issue and it said this:
"I'm trying to give my OpenClaw agent access to the exec tool over the webchat channel, but the agent still can't see it. The agent's internal runtime metadata still shows capabilities=none, and the exec tool is completely missing from its 'Tool availability (filtered by policy)' list in the system prompt. I've already adjusted the config file and restarted the gateway, but the tool still isn't being injected into the agent's context, so it physically cannot call it. How do I properly configure the policy/capabilities to expose exec to the agent in this channel?"
