agent loses access to command line tools after session reset

yesterday we went thru a long list of thing to get agent access to tools (e.g. /usr/bin/ls, /usr/bin/which, /user/bin/cat, etc)
we had to do something in the chat to get it working and then updated the openclaw.json

how to check the chat to verify these are stil set correctly?
the exec-approvals.md is still there with everything set.
