For WebChat / Control UI chat, this is usually expected.
Why
WebChat is special: it attaches to the “selected agent” in the UI (agent picker), and then messages are sent directly to that agent, instead of being routed only by

So if your Web UI currently has main_agent selected, WebChat messages will run on
