Anthropic cooldown: "anthropic:default: disabled:billing (2h)".
openclaw config get models.providers.anthropic → no cooldown/billing entry.
OpenClaw 2026.2.17 (4134875).
How to disable? config.patch? Default override?
models list shows configured.
