Serverless workers never spawning (initializing: 0)

Hi RunPod team,

My serverless endpoint workers never spawn. Jobs remain IN_QUEUE indefinitely.

Key observations:

• initializing workers: 0
• running workers: 0
• jobs remain IN_QUEUE forever
• same behavior with my custom image and runpod/serverless-hello-world
• even manual requests from the dashboard stay stuck

It looks like the scheduler never attempts to allocate a worker.

Could you please verify if serverless worker allocation is enabled for my account?
