Whatsapp Listener Not Active
My cron jobs often fail to deliver messages on whatsapp:

• followed by retries 2/4 , 3/4 , 4/4
• then Subagent completion direct announce failed...
• then cron announce delivery failed

Cron run succeeds, but delivery fails because WhatsApp listener is not active at announce moment.
This is not target-format in these failing runs (that would say target/format error), and not the false-positive case (because message did not deliver).
