How to tell DB to stop refreshing a collection based on criteria of the data received

How can I inform the collection that it can stop refreshing? Optimistic updates aren't occuring here that would change the state of the item, it is effectively immutable once concluded.
Basically what I want is:
1. Fetch the API call and keep refetching until the "conclusion" field is populated, then stop polling.
