Help with API Documentation

Hello!
I've been having trouble understanding this documentation https://developer.goto.com/Authentication/. I am currently trying to make a C# WPF application for my company and it needs to connect to the GoTo API. I am a bit of a novice when it comes to API documentation and I don't quite understand how I can connect to the API with my desktop application. The process of creating a client token requires that I specify a redirect URI but I don't know the URI since the application can start any persons computer. Am I misunderstanding the documentation or does this mean I have to make a web based application?
