How does the Effect release queue for minor releases work?

In particular, I started a PR for Cron.prev that was finished by Kit and merged in November 2025 ( https://github.com/Effect-TS/effect/pull/5786 ) and entered the 'release queue: minor' - but the next minor release (3.20.0) of Effect was released two days ago and didn't include this change. I don't really get how this works, if the release queue is for the 'next minor' but it doesn't actually get released in the next minor version, and it feels kinda meh to contribute code and wait a half-year for a release? https://github.com/Effect-TS/effect/releases/tag/effect%403.20.0
