Pod Billing
My org wants to be able to attribute costs to different teams.
There's not enough info to do that:
* the audit log deoesn't list users correctly,
* the billing API lists cost per pod id, but no way to link up pod ids. (if we could get pod names, that would work)
Can we create multiple teams?
