Constant Throttling & Charged Uptime in Container Build

I have a pool of ~40 4090 and 5090 and they're pretty much all constantly throttled, I only get access to a few sparingly.
In addition to this I'm being charged for active usage as if I'm running jobs but really it's the worker incorrectly saying it's ready while still building...
This is super frustrating on multiple levels and has me considering alternate options here
