There are a couple reasons for this:
Situation 1:
Duckers doesn't have permission to create commands
While most invite links you see should include commands, and Discord has done work on their end to ensure pretty much everything does, Duckers might not have permission to create commands. Have a server manager re-invite the bot (no need to kick it first): https://bot.gg/invite/duckers
Situation 2:
You don't have permission to use a command
Ask a server manager to set up permissions so you can use Duckers. This is found in server settings > integrations. Discord has an article that can help with this: https://support.discord.com/hc/en-us/articles/4644915651095-Command-Permissions
