From what I could test, it seems there were some changes in FAWE which made the old system not work anymore.
I had a test server with an older FAWE version and WorldSystem 2.4.20 from SpigotMC still on it and tested everything, it worked as expected. Then I updated FAWE to the latest version and changed nothing else and suddenly it broke everything it seems.
I wish I knew what was going on there exactly, I just hope you can figure it out and perhaps fix it :(
