Gaps in infill

Ever since I upgrade my machine from a v-core 3.0 to 3.1, I've been having issues. Mostly around the 4028 fan I think. I'm printing Overture PETG with no fan now and that seems to have fixed a lot of the issues. Except my infill still looks terrible. There are gaps in the infill lines which end up sticking up a bit above the current layer.

Here are some pictures of the first 3 infill layers. You can see the problem snow balls and continues to get worse because the infill layers below them aren't great.

I'm printing at 240c.

I'm not sure what to check next but would appreciate any advice. Thanks
