I have this error message when launching Returnal on Heroic Launcher 2.6.2 on windows.
No extra error in the logs :

have same problem with 2.8.0... it opens EGS launcher... if EGS would not be installed then same error will come.

sounds like it's not an error of Heroic but the game trying to use EGS explicitly

yeah checked too: i installed in egs regulary.... after that imported in legendary/heroic.... then closing egl client complete.... starting with heroic.. in background it opens then egl. when i am logged in with another epic acount i get "acces denied" the owner of this account does not own this game... bla bla.... maybe it had to do with this: https://gameplay.tips/guides/returnal-how-to-prevent-eos-from-installing-on-launch.html...

Right click on Returnal – Go to properties and then local files.
