Chat delaying and texture not loaded

my chat is delaying like 2-6 minutes so i cant chat, and when i use my weapon the skin is not loaded, the skin has bad resolution, can someone help me?

Chat delaying and texture not loaded

my chat is delaying like 2-6 minutes so i cant chat, and when i use my weapon the skin is not loaded, the skin has bad resolution, can someone help me?
