Part cooling fan running full speed at 0% and homing issues

I have the delta PWM fan set up as close as I can tell to what douzuki says in their build instructions but when set to 0% it appears to be running at 100% and vice versa

secondly, im unable to home as y goes in the wrong direction, and when reversed goes all the way back and then and doesnt stop on the endstop and continues to drive left
