not adhering to lower layers

Anyone know what causes this? I've been printing fine but for some reason this has started happening 2 prints in a row, with 2 different filaments, by 2 different manufacturers. for reference, I am printing overture and polymaker petg .4mm nozzle, no fan.

this can sometimes happen when hot air gets trapped in the infill empty space below and causes the top layer to balloon like that and not adhere. Try more top layers

its the 2nd layer, there's no infill.

looking elsewhere at your 'first' layer I see waves. Personally it looks like you are too far away for the layer heights you are trying to print. (among other probable issues that are buried until you fix the obvious) what does your bed mesh look like? Does your print head have a bit of freeplay (nozzle can lift/fall distance to bed when head is rocked) I'd also try a slightly lower print temp

using pam, bed mesh for print area shows .157 range, for some reason on large prints, (this one is 310x200) the bed seems to not adjust for the changes, even though I've put a dial indicator on it and seen it work in real time. the waves get worse when I lower the offset, print head is solid, print temp has worked great for quite some time. my layer height is .3 the first time it happened layer height was .2
