heroic should install ubisoft connect automatically when launching a ubisoft game for the first time (except some exception for ubi games that can't be installed like Watch Dogs 2 or FarCry Primal), you shouldn't need to install it yourself
this error is ubisoft connect installed failing to start
which Wine are you using? try with Wine-GE-Proton8-7
I tested it like 3 days ago for another Ubisoft game and should work fine
that screenshot looks like there's an issue, share the game logs, some path must be wrong if the prefix is created right there in

for that screenshot i was trying to find the ubisoftconnect.exe but it wasnt there in the assumed path from the ubisoft connect linux guide
i tried using that version to launch watch dogs and it opens ubisoft connect to set it up but its an empty window

Yup, using Mullvad VPN to tunnel to the UK (haven't tried other countries, but I assume they'd also work) totally works

I used windscribe and just set it to the best available country (which was turkey)
