How to fix this
I'm running resident evil 4 and this message appeared and it doesn't open.

All versions of Resident Evil 4 Ultimate HD are activated on Steam (so you'd use that to run it), which leads me to believe you're running a pirated copy of the game. We, rather obviously, cannot help you commit crimes, meaning you're on your own there
