iOS background upload not working

I have background app refresh enabled but background upload is not working. Every time I move away from Immich app, it always restarts the upload. For example, I open the app and check the upload(for example it is uploading at 20%), then I go to home screen and go back to immich app, the upload restarted to 0%.

immich server: 1.61
immich ios: 1.60
iOS: 16.5
